National Water Service Commission or Suruhanjaya Perkhidmatan Air Negara (SPAN) is a technical and economic regulatory body for the water supply and sewerage services in Peninsular Malaysia and Federal Territories of Kuala Lumpur, Putrajaya and Labuan. They regulate all the industry players in the field of water supply and sewerage services via the implementation of Akta Industri Perkhidmatan Air 2006 (Act 655).

Construction Industry Development Board (CIDB), the regulatory body in the construction industry, is responsible for regulating the quality of construction materials used in the construction industry in accordance with Akta Lembaga Pembangunan Industri Pembinaan 1994 (Act 520).

Manufacturer or supplier who supplies equipment, device, material, system or facility for use in water supply, sewerage and construction services is required to list and register with SPAN and CIDB before it is permitted to be used in the industry. Failure to supply a standard product without registration is an offence under Akta Industri Perkhidmatan Air 2006 (Act 655) and Akta Lembaga Pembangunan Industri Pembinaan 1994 (Act 520).

One of the mandatory requirements in the registration process is to provide an accompanying product conformity certificate issued by the recognized certification body.
